Key facts about industry training, industry skill development and workplace learning.

  • New Zealand's industry training system evolved from the previous vocational training and apprenticeship system in 1992.
  • Industry training is co-ordinated by industry training organisations (ITOs) on behalf of their industries, but involves many other parties:
    • employers, employees and firms
    • education and training providers
    • industry associations and trade unions
    • government agencies
  • ITOs are set up by industry but recognised by government
  • Industry training in New Zealand is linked to skill standards developed by industry and registered on the National Qualifications Framework
Industry skill development and workplace learning are funded by employers, industries and government.

Achievements in 2008

Participation

  • a total of 194,516 people participated in industry skill development and workplace learning in 2008, an increase of 5% over the previous year
    • 12,149 Modern Apprentices were in training by the end of 2008
    • 20% of all participants had no previous qualification; on the other hand 8.4% had a degree-level qualification
Completions
  • 35,958 national certificates were completed in 2006, a 22% increase over the previous year
  • over 3.7 million NQF credits were achieved by learners, a 3.6% increase from 2007
  • 65% of all participants were involved in learning at NQF Level 3 or above
    • 61% of completed qualifications were at NQF Level 3 or above
    • 40,040 individuals completed an industry skill development programme, a 20% increase from 2007
Industry involvement
  • 36,922 employers were participating in industry skill development as at 31 December 2008
  • over $70 million in cash was invested by industry and firms in industry skill development, along with $198 million from government

Demography of workplace learners

  • 17% of all people involved in industry skill development in 2008 were Maori; while 7% were Pacific peoples. (12.4% of the workforce are Maori; 4.9% are Pacific peoples)
  • Women now represent 29% of all people in industry training
  • 18% of workplace learners were 21 or younger; 36% were 40 or older
