Key facts about industry training, industry skill development and workplace learning.

  • New Zealand's industry training system evolved from the previous vocational training and apprenticeship system in 1992.
  • Industry training is co-ordinated by industry training organisations (ITOs) on behalf of their industries, but involves many other parties:
    • employers, employees and firms
    • education and training providers
    • industry associations and trade unions
    • government agencies
  • ITOs are set up by industry but recognised by government
  • Industry training in New Zealand is linked to skill standards developed by industry and registered on the National Qualifications Framework
  • Industry skill development and workplace learning are funded by employers, industries and government.


Achievements in 2006

Participation

  • a total of 176,064 people participated in industry skill development and workplace learning in 2006, an increase of 8% over the previous year
    • 9,500 Modern Apprentices were in training by the end of 2006
    • 25% of all participants had no previous qualification; on the other hand 7% had a degree-level qualification
Completions
  • 35,000 national certificates were completed in 2006
  • over 3.8 million NQF credits were achieved by learners
  • 68% of all participants were involved in learning at NQF Level 3 or above
    • 67% of completed qualifications were at NQF Level 3 or above
    • 34,000 individuals completed an industry skill development programme, a 37% increase from 2005
Industry involvement
  • 34,788 employers were participating in industry skill development at at 31 December 2006, a 10% increase from the previous year
  • $60.5 million in cash was invested by industry and firms in industry skill development, along with $164 million from government

Demography of workplace learners

  • 18% of all people involved in industry skill development in 2006 were Maori; while 6% were Pacific peoples. (9% of the workforce are Maori; 4% are Pacific peoples).
  • Women now represent 29% of all people in industry training.
  • 19% of workplace learners were 21 or younger; 34% were 40 or older.
