NZHITO Pacific Foundation Programme in Horticulture

The New Zealand Horticulture Industry Training Organisation (NZHITO) has developed specific horticulture training opportunities for Pacific peoples already resident in New Zealand, or wanting to migrate here, and those living in the Pacific islands. The Foundation Program in Horticulture will enable Pacific peoples to learn the skills necessary for employment in the industry. It is hoped the initiative will lead to increased employment opportunities and help improve the productivity of the industry in New Zealand and participating Pacific nations.

The overall Pacific strategy developed by the NZHITO aims to: meet the future needs of the horticulture industry; develop enhanced learning pathways between secondary and tertiary education which lead to higher participation and achievement rates for Pacific learners; and facilitate an innovative and integrated training project within both New Zealand and Pacific nations.

Following research into the employment needs of Pacific peoples and the workforce requirements of the Horticulture industry, the Foundation Programme in Horticulture for Pacific trainees has been developed by the NZHITO. The programme is designed to give Pacific candidates the opportunity to gain practical skills and knowledge in horticulture, in preparation for further study and work in the industry.

The initial part of the foundation programme consists of four weeks theoretical classroom learning, followed by four weeks practical application of the skills learnt, including on the job training at horticultural enterprises. This is followed by a 12-month placement in the horticulture industry with intensive on the job training, supported by training towards national qualifications and an apprenticeship or full time employment.

The scheme will also cater for Pacific people living in their country of origin, where the foundation course will also be offered, followed by placements in their own horticulture industry for further training and eventually permanent employment.

The Ministry of Social Development is funding the foundation programme, on the proviso that 80 percent participants complete the training and gain full or part-time employment for a minimum of three months. The Best Institute of Pacific Education will deliver the employment preparation and personal development components of the programme. Sustainable Pacific Developments will assist with identifying suitable candidates, networking with Pacific communities, and ongoing mentoring and support.

Suitable horticultural businesses from a range of sector groups will provide trainees with a practical introduction to the industry and on the job training opportunities. NZHITO will support graduates into employment in the horticulture industry and with further training as a modern apprentice.

A researcher has carried out an initial evaluation on the viability and effectiveness of the Pacific Foundation Programme in Horticulture. The focus group surveyed unanimously found the course beneficial and enjoyable. The training has increased their skills and interest in horticulture and the majority were keen to continue in the industry with jobs or apprenticeships.
